New recruits understand their job doesn’t matter and they shouldn’t put in any more effort than they have to, it’s the older people that think being an engineer is something to be proud of and put in the effort. What you’re observing is engineers treating their jobs the same as every other worker, because this is how everyone without a college degree has been for decades.
But that’s distinct from someone who struggles with counting to ten, which can only be described as a disability.
